The aim of the article is to analyze South-North labor immigration, especially in the last two decades of the 21st century, highlighting its imbrications with the functioning of the labor market and with the public policies of immigrant-receiving countries in the global North. The analysis is made in the light of historical-dialectical materialism, the research has an exploratory approach and the methodology is based on a review of the literature pertinent to studies relating to work and immigration, analysis of reports on international migration from the International Organization for Migration (IOM, 2020, 2021 e 2022), the Department of Economic and Social Affairs of the United Nations (UN/DESA), the World Migration Report (2019) and the International Labor Organization. (ILO, 2021) The results indicate that the countries of the North have used public policies to manage immigration, seeking to create the conditions for deepening control of labour locally and contributing to the global precariousness of the workforce.
L’objectif de cet article est d’analyser l’immigration de travail du Sud vers le Nord, en particulier au cours des deux dernières décennies du XXIe siècle, en soulignant ses liens avec le fonctionnement du marché du travail et avec les politiques publiques des pays qui accueillent les immigrés dans le Nord global. L’analyse est réalisée à la lumière du matérialisme historico-dialectique, la recherche a une approche exploratoire et la méthodologie est basée sur une revue de la littérature des études relatives au travail et à l’immigration, l’analyse des rapports sur les migrations internationales de l’Organisation internationale pour les migrations (OIM, 2020, 2021 e 2022), du Département des affaires économiques et sociales des Nations unies (UN/DESA), du Rapport sur les migrations mondiales (2019) et de l’Organisation internationale du travail. (OIT, 2022) Les résultats indiquent que les pays du Nord ont utilisé des politiques publiques pour gérer l’immigration, en cherchant à créer les conditions d’un contrôle accru de la main-d’œuvre au niveau local et en contribuant à la précarisation globale de la main-d’œuvre.
O objetivo do artigo é analisar a imigração do trabalho sentido Sul-Norte, destacando suas imbricações com o mercado de trabalho e com as políticas públicas dos países receptores de imigrantes no Norte global com destaque ao período pós-crise de 2008. A análise se faz à luz do materialismo histórico-dialético, a pesquisa é de abordagem exploratória, e a metodologia está fundada na revisão de literatura acerca do trabalho e imigração, análise dos relatórios sobre migração internacional da International Organization for Migration (IOM, 2020, 2021 e 2022), do Department of Economic and Social Affairs of the United Nations (UM/DESA), o World Migration Report (2019) e do International Labour Organization. (ILO, 2021) Os resultados indicam que os países do Norte têm se valido de políticas públicas de gestão da imigração, buscando criar condições para o aprofundamento do controle do trabalho localmente e contribuindo para a precarização global da força de trabalho.
